Powersupply emits low pitch sound

I was testing 25 cpu with a LC power 500wat psu
Asrock X58 Extreme , all xeons, 2gb ram and a crappy videocard

At first it was working fine, cpu in -> boots to bios -> turn off -> change cpu
Around the 10th cpu, upon powering up the mobo its shut down imediatly and would not respond. When i wanted to fire it up again it didn't do anything. Checked multiple cpu,rams and still it give no sign of life. After i changed the psu it fired up like a charm
The psu also emits a low pitch sound when its under current. It did it even at the beginning of the tests and still does after disconnecting it from the wall

The psu is obviously dead, no doubt but my questions are:
What could emit that low pitch sound?
And relatively frequent power on-off could do any harm to a psu?
