Why is adding a graphics making my PC run slower

I built a PC with the following parts:

  • * MSI B250m Pro-VDH motherboard
    * Intel i7-7700k CPU
    * Ballistix 16GB Ballistix Sport DDR4 2400 MHz memory (4 x 4GB)
    * WD Blue 250GB SSD
    * WD Blue 1TB HDD
    * EVGA 600B 80+ PSU
    * LG Optical Drive
    * CRYORIG H7 CPU fan
    * Cooler Master N600 case
    * ANEWKODI Wireless USB Wifi Adapter
    * Windows 10 Pro

My PC ran great but I wanted to upgrade the graphics to something better than the integrated graphics on the i7-7700K CPU. I found and bought a used Sapphire Vapor-X R9 270 2G DG graphics card for US$40. I installed it on my PC and the graphics were much better but my system ran slower. Installed the latest AMD graphics drivers from Sapphires website and still my system ran slow. I the removed the card, went back to using the integrated graphics, uninstalled the AMD graphics drivers, and my PC was running fast again.

What could be causing the slowness? Have I used the number of PCI-e slots available in my system? I tired researching this but it's a bit confusing.

In my personal opinion I would go for something by nvidia. Anything above a gtx 750 or a gt 1030. They have about the same performance.

I found some...

It's weird because you have a high end CPU and a very low end graphics card. It might even be because the Sapphire might have worse performance than the integraded graphics. I mean you said "I installed it on my PC and the graphics were much better," which is good. So maybe lower the graphics.

After reading your comment, I decided to go with the integrated graphics... for now.
I would like to upgrade the graphics card in the future but don't need an enthusiast's level card. I won't be gaming but I don't want something better than what I have now. What would you recommend?

I found some great deals with barely used cards on OfferUp.

I don't know much about AMD but, if you're buying new I would say to look a bit into their cards. (Because they're cheaper)
