Should I upgrade my GPU or CPU?

To those who know a lot about hardware such as GPUs and CPUs:

I play Overwatch at low settings. I can maintain 144 fps but in big team fights, my fps drops to 100 and below. My goal is to reach a consistent 144 fps no matter the circumstance.

I've heard from different people different opinions. Some say that because I'm playing at low settings, CPU would be the best option. I've also heard from people that GPU will be the best to upgrade because my current one is not a "144 fps" GPU.

These are my current specs:
GPU: Radeon RX 570
CPU: Ryzen 5 1400

If someone experienced could clarify which I should upgrade in order to get more that 144 fps at all times, it would be much appreciated. Also, if you could make model recommendations, that would be awesome!
 
You are not likely to achieve a minimum of 144fps especially with a Ryzen setup. High fps is where Intel has the edge.

AMD offers great value from a cores/threads perspective. However, in your case the problem is not too few cores, or too few threads. You need raw speed, you need fast cores. Intel has the advantage there. That 1400 would be enough except Overwatch doesn't use the CPU in the way that would take advantage of it.

If you're comfortable with overclocking, you can test this. Overclock your 1400 a bit and check for differences in the game minimum fps. If you see that minimum fps start to rise with overclocking then you'll have your answer.
