Do I have a CPU or GPU problem?

Recently when I play games on my pc I have these little "freezes" or "fps skips", and I don't know how to fix it. I've updated my GPU drivers to the latest possible, I've checked my hard drive to see if it was failing or has any errors(it doesn't), and I have ran a couple of diagnostics on my memory(it doesn't) and it still has the fps skips and freezes. So I'm thinking it is probably a cpu or gpu issue, but I don't know which one. In most games I get a good 60+ fps on good settings, but even when it runs at a constant fps I still get these problems. Please help I don't know if I should buy a new cpu or gpu.

I really don't want to buy any new parts because I have so much downloaded and most of my games work fine, but the ones I really want to play like fortnite(which I get over 60 fps constant and pubg which I get 40 fps)

Well, that's a bit tricky. I don't see anything obvious in your specs, so it may be difficult to pinpoint. Here's an older Tom's thread where an user had the same issue on a somewhat similar system as you, and the things he tried. Maybe one of them will help you.
