Can anyone Tell me whats happening here ?

When i switch my PC on for the first time i get this happen. But if i press the restart button after a couple of seconds it boots up just fine. I assume its Graphics card related but i have no idea how to diagnose what is happening. When i play games everything is fine also its only when i boot up for some reason. Can anyone help me with this ?

Ok its probably just speccy being unreliable if gpuz is still showing 8gb. Run dxdiag by typing dxdiag in start bar search and look in display tab for vram.

Just to rule out gpuz assuming 8gb reading the gpu id and there is a problem and half the gpu memory is faulty/ not runnng right causing artifacts periodically until the card warms up when things seem to be ok.
I'd be suspicious of hardware first, specifically the GPU and the power supply.
I would also uninstall and reinstall the GPU drivers (and even a different version).
Also confirm that the GPU is fully seated in the slot, and the power cable(s) connection ti it (if it has any) is secure as well.
Please list all your hardware.
 
Your PSU (make and model exactly) ?
Also, fyi, your GTX 1070 is 8GB, not 4. If you're using Speccy to see its details, it's been known to lie.
Also, try what I suggested regarding the GPU. Shut down, and reseat the card and the power.
You should also try resetting the BIOS (look up your motherboard on how to do it if you don't know how).
 
Looked up your PSU *HERE* and it's well rated. Be surprised if it's the issue, but be nice to swap in a good spare/reputable one to confirm.
Try the other stuff (GPU reseating, BIOS, drivers from nVidia site (NOT Windows own idea of a good driver).
When you reinstall the driver, there is a tick box to do a clean installation. Choose that, and in the advanced install options, get rid of HD Audio (uses your HDMI connection to pass audio to the monitor as opposed to the motherboard/soundcard audio out to your speakers/headset. It's usually redundant), don't install the 3D crap, and avoid GeForce Experience if you can. All I install is the main driver and PhysX

Oh no sorry that happens before i see the windows icon.

After Re seating the card and installing the drivers (again) it booted up fine from a restart.

I have also downloaded GPU-Z and its saying i have 8gb vram (why is speccy lieing to me :p).

yeah speccy is still only saying 4gb and after switching my pc off and leaving it for a min or 2 when i switched it back on it happened again.

Did you OC your cpu ? try setting bios to defaults only. This happened to my fx6300 when I power up....blank and I have to press the reset a couple of times before it boot normally.
