I have a bug in the start when bruce wayne is captured and he taken outside with 2 men when i go outside the imates should come over the fence but fo 5 to 6 seconds there is no one after that when they appear they just stay where they are

Right after you're taken outside you should go in the prison line. No one should be jumping over the fence.
If you mean after talking to Ryder, yes they should jump down from the fence.

If they don't, well...
Not much to be done.

You could try pausing right after the door opens and waiting a while.
I read some guy on the steam forums saying the prisoners didn't spawn properly and after he paused the game and waited for a while they appeared.

If that doesn't help I would restart, or even re-install and maybe run as admin as well.
