High end pc lag and low fps on games

I made a pc configuration myself after i learned a few things and even though i bought pretty fancy things and the pc costed about 3 000 euros thats equivalent of about 3,661 USD, i still get lag and low fps on some games.The configuration is at it follows:
intel i7 8700k,
geforce gtx 1080 ,
RAM Corsair Vengeance LPX Black 16GB DDR4 2666MHz CL16 Dual Channel Kit,
motherboard GIGABYTE Z370 AORUS Gaming K3,
SSHD Seagate FireCuda™ 2TB, 8GB NAND, 7200 rpm, 64MB cache, SATA III,
Monitor LED IPS LG 27", Wide, FHD, DVI, HDMI 1920 x 1080

And to name a few games i've tried by now:

CS GO (a few glitches where players suddenly appear in another spot)

PUBG ( even though this game is not optimized,i run it at low and still low fps and a lot of lag)

Dota2 (works ok)

Those games are pretty low requirements but can't run them smoothly and i dont know why.Thats why i need some help on how to test if the pc runs at full capacity.
Btw, sometimes when i open up the task manager, i can see the disk reaching 100%... a virus is out of the question because the pc is new.

Hello there!

I have had this same issue and I spent over 3 months looking forward to fix it I tried every single thing and kept everything up to date but it didnt work so the other day i made my PC run when its opened and I realized thats my GPU fans aren't spinning they were hiding and facing the down of the PC so I couldn't see what is happening from inside , If GPU fans aren't spinning because you traveled and they got damaged or they are damaged in any other way then you should take it to where you bought the PC from and give them the GPU and they will fix the fans!

Also if this didn't work then check your drivers if they are up to data ! and make sure your GPU is installed on the TOP spot inside your PC , The top slot for installing the GPU is more powerful than the others!

And make sure you have no malwares on your PC by installing malwarebytes and remove all malware

Note : If this all didn't work you must change your windows if you using 10 then change to 8.1 and if you using any other windows like 7/8/8.1 then you must use windows 10 and if you have windows 10 already you can also try reinstalling windows 10 software rather than installing another windows!
