New PC, Worse Fps CSGO

I recently purchased a pre-built PC to replace my current old pc, which was running into several problems. Unfortunately, my new pc (which has better specs) seems to be giving me worse fps in CS:GO compared to my old pc. (120-250 fps low settings,1024x768) Given the specs of my new pc and the low settings I'm playing on, I should be averaging at least ~400 fps. (at least to my knowledge) I've update my GPU drivers and configured my nvidia 3d and power settings to favor max performance, but I'm continuing to get low fps. Any help would be appreciated.
