Fallout 4 not using GPU and CPU at 100%

I've been playing fallout 4 for some time to see how it was running at ultra quality , At the first it was going well, Stable 60 fps but suddenly, when i got close to a big building , or near the Brotherhood of Steel first encounter (the one where you fight with the ghouls) , My FPS died and went from 60 to 30-20 , So i decided to check if there was any bottleneck or issue with my GPU/CPU using MSI Afterburner display option, When i started playing again i could notice that my GPU Was only being used at 40-70%, And my CPU Was only being used from 30-80%, But never at 100% , I Tried with another game like The Witcher 3 and it was running at smooth 60fps with both , CPU and GPU running at 100%

Is there a way to make Fallout 4 use 100% of my resources to make it run at 60fps all the time?

My computer specs:
GTX 1060 3GB Windforce
Ryzen 3 1200
8GB Ram DDR4 2400mhz Corsair
1TB HDD WD Blue
Seasonic 520w 80+Bronze PSU
A320M-K Asus Prime MOBO

First off, your cpu and gpu should really never be running at 100%. Its not good for them. I have a few solutions.

1. If you overclocked either of them, set them to default.
2. Make sure in task manger you are running all your cores
3. Use CCleaner , and use driver booster
 



Where have you heard that running the CPU and GPU at full load is somehow not good for them?
Sure I can understand a 24/7 and 365 days year in and year out with not 1 second break.

But for a normal user...

For now i'm playing at 1600x900 , MSI was marking that the game was using around 5-6 GB Ram , didn't saw the HDD one tho
