https://pcpartpicker.com/list/ZzX7D8 money is not a problem but i would not buy ram higher than 300USD

1) base on this build what do you guys think i should do, should i buy less expensive ram that is slower or keep it at 4000 i would like to have ram as fast as 3600 3200 or 3800 is 4000 is unnecessary because that is what my motherboard will support

2) if i go for 3600/3200/3800 i should pick the lowest cas ?

3) also who makes good ram that is reliable in terms how long it lives i know corsair and g skill make good ram but am sure there are more than those two

4) also will the fans that i picked be enough to cool the ram if i go for 4000

Solution
Yes. Those are great and about $100. Cheaper than your original picks. So win win in the end I guess. Especially if you take my advice on 16gb vs 32gb then you're getting what you want/need and for a whole lot less.

1. You won't notice any performance difference by going to higher speed RAM, there is difference, but not much
2. the lowest cas is better
3. I always go for Corsair, LOL, about how long it lives, based on your use, and your luck
4. I don't use any aftermarket cooler, just ryzen stock cooler, but I think its enough

you don't need RAM that fast unless you are using RAM heavy applications for work.
2133-3000 is fine. lower CAS timings the better.
you also don't need more than 16GB of RAM unless, again, you are using RAM heavy applications that perform faster and better them more and faster RAM you have.

for everyday use and gaming I recommend these and if you want 32gb you can just buy another set.

not the prettiest but well built and great performance.

so i have decided on https://pcpartpicker.com/product/s898TW/gskill-tridentz-series-16gb-2-x-8gb-ddr4-3200-memory-f4-3200c14d-16gtzsk

are they pretty good you think ? the more expensive one fits my color scheme more and am not going to overclock it past the speed advertised
