1080p Gaming Performance on GTX 950 2gb

I'm using a GTX 950 2gb on a 720p tv and planning to get a 1080p monitor. I'm getting 40-60fps in pubg using Nvidia's Game Booster (Optimize settings for pubg. Med texture, ultra anti alias, etc). If I switched to 1080p, will it drastically drop my fps? Does changing my gpu into a RX 560 4gb will have significant effect on fps?

If keeping the same settings, and it's not the CPU that's bottlenecking, yes, you'd likely see a drop in framerate. Upgrading to RX 560 4gb will have negligible difference. You can still play at 720p on a 1080p monitor though.

The monitor i'm trying to get is a LG23MP68VQ which has 75Hz and FreeSync. Does the game looks blurry if its played in 720p on a 1080p monitor?

My PC Specs:
I3-4160
AsRock H81M-VG4
8gb DDR3 1333mhz Dual Channel
GTX 950 2gb

It's not that Freesync isn't good on lower end cards. It's that you would be buying a new GPU with about the same level of performance as your current GPU. If you are going to spend money on new hardware you want it to be a noticeable improvement from your current hardware.

I would either get a 570 or stay put with your current GPU and try to tweak the settings a little bit. The other thing to keep in mind is that PUBG does not run great without the right mix of settings on any hardware. With my i5 and 1070 I have found the shadow quality settings to make the biggest difference for me. With high shadows I get dips for 30 FPS at 1440p but with medium shadows I'm typically in the 70-100 FPS range.
