Performance issues with gaming

I had been overclocking my GPU a bit when I wanted to install a program to overclock my CPU. I installed it and it required a reboot. After powering down my rig wouldn't boot back up. I had to do a system restore. Ever since it's been generally slow and gaming is terrible. I used to get 100+ frames on Rainbow Six Siege and now I barely maintain 50.
GTA V is also very unstable. I'll go from 80 frames to 25 in seconds.

I'm not sure how to fix it and I'll be at work all day today but I wanted to get some ideas. I'm buying a new motherboard and processor soon but I don't want the issue to carry over if that's even possible.
 
I think your OC soft did OC and system restore did not change that. You get to very high temps in seconds and then GPU is throtled down to keep it from burning. Install legit OC soft from your GPU manufacturer and try to restore factory settings(or set them manually following specs from box).

I was going to install MSI Afterburner but it wouldn't boot afterwards. When I get home I'll uninstall my current program (Firestorm) and figure out the Nvidia program I have. The thing with the Nvidia program is it won't let me modify anything.

Trying to use my old OC settings just makes performance worse and my cpu usage is very high all the time. Not even gaming and just running chrome and discord I'm at 60-70% usage

GPU - 25c

CPU utilization- 33%

In-game on Rainbow Six Siege:
Very unstable frames ranging from 78-35.
CPU:
Core 0 - 41c
1 - 43c
2 - 35c
3 - 39c

GPU temp: 46c

CPU utilization: 100%

Everything is up to date and I scrubbed my pc for malware or viruses.
I am still not achieving the performance I once had.
