What to choose? 1600 + 1050 ti or 1600 + 1060

What to choose between brand new ryzen 1600x with gtx 1050 ti 4gb, and used 1600 + gtx 1060 6gb for premiere pro fhd editing? I am on a low buget. Does premiere even use The video card?

Of course but you don't need a high end card for it unless your gaming as well, you could get away with something less then the 1050 ti such as the 1050 or even 1030 as you stated your on a low budget and you'll want to invest any extra money into RAM.
