GPU BIOS not working

So firstly, I overclocked my GPU at about 500 mhz by accident using the afterburner software.
It was too much and it crashed after a few seconds.

So then I went in and deleted my overclocking software through my onboard graphics. I booted it up back on my graphics card. It was still overclocked and didn't stay turned on.

This must mean that the overclocking software saved the new overclocked speed onto the GPU's BIOS or something. So, I booted back into the on board graphics again and downloaded the software again to underclock it. This time, though, as expeced, the software said that the graphics card was at the factory settings, and wasn't overclocked.

This is an issue because i overclocked it at 500 mhz, and the least the program could underclock it was 200mhz.

So, I underclocked it and tried again. Still not working. So, I thought that if the new speed gets saved onto the GPU's BIOS, then I could repeat this process 2.5 times at 200mhz each time, then the number would eventually come back to normal.

After about an hour of doing that, I finally got it to hold a steady desktop for a few minutes, and I thought it might be working, so I booted up world of tanks to stress it and see what happens, and it booted up nicely. Then, I clicked to go into battle and the whole PC crashed again.

At this point, it's an issue with the graphics card and I wish I knew how to reset my BIOS on the GPU because that would make this a lot easier. I would appreciate some help here because I'm getting pretty frustrated at this point.

At this point, i think it's a motherboard issue because i installed another graphics card, downloaded the driver, and it doesn't work. Also, my PC won't turn off. it just sits at a black screen for hours, and then i manually shut it off. I'm thinking this is the case because the 1050 Ti i'm using uses no external power, only that from the motherboard, and when i OC'd it, it must have fried the PCI-E slot.

MSI NVIDIA GeForce GTX 1050 Ti OC 4GB
16gb DDR3
2 tb HDD
500 GB Samsung EVO SSD
Cooler Master GX 750 watt power supply
ASRock H77 pro4- M Motherboard
Running Windows 10 on SSD
Can run it on HDD if needed

thanks for the suggestion, but when i reinstalled the software, the overclocked settings were valued at 0. that's one of the issues i'm having here.
