MSI X299 PLUS E0 error

I finished building my PC today, but when I start it the LED first shows 06 and then jumps to E0 only to turn off and shortly afterwards on again, running for a little while longer after shutting down.

According to he motherboards manual 06 stands for "Microcode loading" and E0 for "S3 Resume is stared (S3 Resume PPI is called by the DXE IPL)".

So far I've tried to switch the RAM out and switched the fan connectors around (currently the cooler fan is connected to the CPU_Fan header and the PWM hub to one of the SYS_Fans. The label on the PWM hub cable says "to motherboard CPU_fan", but as far as I can tell this shouldn't be the reason for the E0 error. All fans (except the GPU fan which is normal I think?) spin and the LED's on the GPU, Cooler and such are on, too. The connected monitor stays black whenever I turn the computer on, too.

I really don't know what to do anymore. I've spent the whole day trying to figure out what the hell is wrong.

I decided to bring the computer to a specialist to take a look at the motherboard and such, because I want to make sure that nothing is broken before sending the motherboard back (which is very likely at fault here). If it turns out I merely connected something wrongly I'll also let them handle the building, because apparently I can't do it properly.

So I switched the RAM to another Slot (DIMM C2, right side the one the most to the left) and now it's 06 60 (DXE Core is started) E8 (S3 Resume failed) 55 (Memory not installed). With no RAMs it does 06 E0 again.
