CPU fan trouble

I've been using the ryzen 3 1200 with the asrock b350m pro4 mobo and stock cooler however recently I decided to change to the be quiet pure rock slim and after having to unplug all cables to fix the backplate to install the cooler standoffs my pc will not turn on. I'm wondering if the CPU fan cable could be broken from the inside could that be preventing my pc from starting up? it worked with 0 problems before switching
 
Is it possible that you are creating a short circuit of some kind? Like back of the motherboard is touching the motherboard tray?
are the CPU fan cable plugged into CPU_Fan header on the motherboard? Are every cable connected to the motherboard that needs to be plugged in? and ofc are every cable plugged into the PSU?
