Dorm mate taking all bandwidth

So, I'm at college, and am a gamer. Obviously this should indicate some problem, however, I generally get a solid 33ms ping when I'm gaming. That being said, I notice that whenever my dorm mate is in the room, my ping jumps to around 130-300. It doesn't matter what he is on, laptop, pc, or xbox one, it always jumps. I'm on ethernet, and the wired that I'm using is the school's ethernet. Is there anything that I can do to fix this, or am I just stuck in the mud?

I live with 3 other people. Netflix, youtube, hulu, sling are constantly streaming. My son is gamer (Overwatch, Destiny, DOTA, etc plus Discord) and on a lot. Looking at my router, right now there are 19 connected devices. I fire up a little tank game when I want to relax in the evenings (after I get all my work done, hint hint) and I get pings in the 40-50s with all that other stuff going on. So, stuck in the mud ... probably not.

Tell us more about the setup. I assume an Ethernet plug coming out of the wall (1 or 2?). You connect this to a router or switch (brand and model number). Maybe you have a way to do WiFi too. Is your dorm mate also gaming or streaming movies or ?? Does the college supply you with only one IP address or can you get more? Do you pay for the service? If you do a speedtest when your mate is there and away, how do they compare?

Unfortunately I would imagine your college has traffic shaping in place which can completely shaft your connection once you hit the limit, adding more and more equipment will make zero difference if upstream the college are implementing some sort of fair use policy. Ask the college IT department what sort of connection you have.

I have to respectfully disagree Nigel, telling the poor boy he is screwed without knowing anything about his connection, equipment, or how is dorm mate is using the connection is premature.

Although, I will agree it is probably something on the upside of things. Asking the dorm mate to set his iPhone to sync at 2am instead of the second it detects WiFi might fix issue (or not).

I think you'll find I asked him to speak to his college IT department as they will clearly know more than he does, you do or I do. Once he's done that one of us might be in a position to help. If they have implemented a crude limit with no queuing etc then he is "screwed" (your words not mine). I was responding to the OP so, with all "due" respect your respectful disagreement is neither here nor there!

Okay, so after observing things a little farther, it's not just my roommate. The ping issues seem to start at around 9:30, and go on until I go to bed. It seems to be that my ping is high at this time because this a time when everyone starts to use the internet in my dorm. It's just something that I'll have to work around and deal with. I've not contacted the IT department yet, and I'm not certain how to. I haven't had the time to look up how to yet as I have been busy with work study, homework, and classes.

Okie dokie, so I asked the IT person, and he said that we don't have any traffic shaping policies nor bandwidth limits on ethernet switches. I did a few more tests, and I did find some things that were odd. Roommate is getting 5-6 Mb/s download speed on xbox one, and I'm getting .3 Mb/s. He turns off the xbox, I shoot up to 3 Mb/s. He gets on his laptop and I go back down to .5 (all of this via ethernet)... also, when I'm experiencing the issues, I can get about 2 or 3 Mb/s via wifi when only getting .2 via ethernet... I'm plugged into a generic ethernet wall plug (with two switches, one used by moi, and one used by roommate switching between xbone and laptop) Apparently our college's overall shared speed is supposed to be around 1000 Mb/s (it's also a smaller school). This is all the information I have at the moment.
