GTX 105ti fans spin, but hardware is not recognized

My Gigabyte Geforce GTX 1050ti isn't being detected by nvidia installer or device manager. The fans spin upon startup for 20 seconds or so then they stop. When I plug into HDMI on card I get nothing, HDMI on MB is fine. GPU doesn't show up in Device Manager either. When attempting to install drivers NVIDIA always says no compatible hardware found. I've tried like 5 different drivers and attempted a CMOS reset even to no avail. Please help.

Windows 10 Pro 64 Bit
BIOS on F22a

Parts
MB = Gigabyte B150N Phoenix-Wifi
HD = 250GB SSD HP
CPU = i3-7100-3.9GHz
PSU = 700W ThermalTate RGB lights

Yes, every other port works and the computer runs perfectly fine from the MB HDMI but I can’t get any visuals from the GPU. But I do see the fans running on the GPU at the start then they shut off after 20 secs. And yes I’ve changed the BIOS settings to display output = PCIe and nothing.
