Fans on but no signal and system speaker not providing POST beeps

Hello people, I decided to create a new system featuring a Ryzen 3 1300X and after compiling it and setting it up the fans began to spin, the light on the GPU turned white indicating that it was receiving power but the monitor shows "No Signal" and interestingly the power button only turns ON the system but not off.

I've tried pretty much everything to no avail.

Full System:

  • CPU: Ryzen 3 1300X
    GPU: ASUS DUAL 1060 6GB
    RAM: 1x8GB Crucial 2400MHz DDR4
    PSU: AeroCool 500W (some cheapo that I am certain works)
    MOBO: MSI B350M Gaming Pro

They must be in the correct places since it turns on when I press the power button, though mind you the lights don't come on on the power switch.

It is tightly in place. The Debug LED on the board reports that it is either the CPU or the Boot Device.
