New system build not working :v

Hello, this is the problem I am experiencing .... I planned on getting a new system minus the PSU and storage devices.

When throw everything together the system boots up, lights and fans turn on... but the video card does not work properly. The LED light on the front of the card flash on and off, when it should be continuously lit (the fans are working on video card).

Now I don't think it is a PSU/video card issue as I tried the PSU and new video card on my old system and all works as normal ... and 750 W should be enough to account for any increase in volts/watts between the new items and old items.

I also tried my old video card with the new items and have same problem. AND tried with only one stick of ram although only had it in the 2nd slot (both RAM's LED lights light up when in motherboard

Also the EZ debugger lights show the cpu and dram lights going on and off every 0.5-1 second. (so cpu blinks and then dram blinks non stop -- they should just be solid color to indicate an issue). I took out the CPU cleaned the thermal paste and checked the cpu and pins and both appear normal.

I guess the one thing I missed was the beep of the mobo on startup. I don't remember hearing anything but I could be mistaken and will check again when i get home.

I will also try the mobo with just the cpu and check for debugger lights and then with 1 stick of ram (which i should have done to begin with)

I am just wondering if anyone has any other ideas what the problem could be ? Is it possible for the motherboard to be working fine but the pci slot is faulty.

existing PSU: Corsair 750hx
existing storage: 1 normal hdd and one ssd
