Help please cpu running below expected

I built my own computer have been building computers for awhile, but i have a question about some issues i have been having lately heres my specs

UserBenchmarks: Game 32%, Desk 30%, Work 27% CPU: AMD Ryzen 5 1600 - 31.8% GPU: Nvidia GTX 770 - 50.6% SSD: Kingston SSDNow V300 120GB - 40.4% RAM: Corsair Vengeance LPX DDR4 3000 C15 2x4GB - 85.3% MBD: MSI B350 GAMING PRO CARBON (MS-7B00)

(the percents are from benchmark my pc, and i think the issue is that my cpu is running at 31% below average of the same type of cpu, also when i play games, my screen goes black very quickly and then it comes back on, quickly and it does that for the first couple minutes of the game and then it stops, and ive been having other issues including things freezing and just other minor issues i shouldnt be having with the amount of money i spent on this computer

Also cpu is running regular temps i never push it or over clock it or anything i mainly play LOL, and i've been getting fps of about 70 which ussually i get almost 200 fps you can pretty much get 70 fps on a laptop, so idk why its acting like this. i think it might be a driver thing but i clean uninstalled all of my dirvers and reinstalled them, but im really not sure so please help

Also yeah i know my gpu is a little out dated still a monster of a gpu tho, and i have a second one to run sli just waiting on an sli cable, please help as this is starting to get very frustrating if you have any questions about my build please feel free to ask

The CPU clock is 3.2 Ghz (3200 Mhz) so that's not the problem... what's probably doing it is BIOS corruption... you removed the BIOS battery but for how long? it should be out for at least 5 minutes.. 10 is better so to reset the BIOS properly follow the following procedure... and if that doesn't solve it, next do a BIOS recovery. The BIOS should reset to default settings and power up normally.


Start with a BIOS reset and if necessary follow with a BIOS Recovery.

Option A) Bios reset:
1. Remove AC power or turn off the PSU
2. Remove the battery
3. Move the BIOS jumper to pins 2 & 3
4. Press and hold the power button for 60 seconds
5. Wait 10 minutes
6. Revert 1 through 3 and try the computer

Option B) Bios recovery:
1. Remove AC...
It's probably the Windows Power Saving Options settings... the default Power plan "Balanced (Recommended)" includes a setting that makes the CPU lower it's clock speed to a fraction of normal when idle, then when you do something like start playing a game the CPU clock speed may take a while to get up to normal or remain at the same low clock speed... this seems to by very common but it can be easily solved. So I hope this is what's happening with your CPU.

Check the video with instructions on how to change that CPU setting so it runs at 100% all the time.

okay i went in and changed my minimum cpu state to 100%, im running the ryzen power savings plan that comes with the ryzen drivers idk if that helps im going to redo the benchmark my cpu to see if that helped

nothing really changed, im just really worried, is benchmark my pc just not a good source, i dont have anything running when i test

 

1) Sounds to me the Ryzen power plan is interfering with the Windows Power Plan.. you should disable preferably the Ryzen plan at least temporarily so you can determine if it is the cause.

2) If that doesn't help, you'll have to temporarily set the Windows Power Options > High Performance plan, that should make the CPU run at the stock 3.20GHz.

3) Next if necessary, check the BIOS CPU clock speed settings, change the setting from auto to manual so the power saving options don't affect it... it should not automatically change clock speed, and retains what you set (3.20GHz).

Once you know what setting is causing the low clock speed, you can propperly configure that setting or permanently disable it if necessary.
 
Another option is, when setting the Windows High Performance power plan, that disables Windows power settings, and you may be able to use the Ryzen power setting.. it's all a matter of finding out the cause and do what's necessary so one setting doesn't interfere with the other, because I don't think both Windows and Ryzen power plans should be both enabled at the same time... you either run one or the other... unless the Ryzen power saving options have an optional setting to work along with the Windows power options.

EDIT: Something I had forgot is to restart the computer after each setting change, in case a restart is needed for changes to take effect. This should apply to the first advice as well.. and install the MSI utility adviced by dontlistentome, or open the Windows TaskManager > Performance tab, to see the CPU clock speed as it changes in real time.

so i did everything you told me i have it on high performance and all restarted, looked in my bios everything was fine there restarted again and im still having the same issue, and as i said before i remeber squasing games with this build and now im always sitting below 60 fps i got msi afterburner and im not really sure i understand it, but it says my cpu mv is at 0 is that an overclocking thing?

 
You originally said you "never push it or over clock it or anything" so that has nothing to do with overclocking.

All MSI Afterburner images i've seen online have the Core Voltage (mV) on zero with other reading at normal. The CPU can't be running on 0 volts so it's obviously a false reading...

See what the Windows TaskManager reads on the > Performance tab > What is your CPU clock speed?..

OK, so the Power Options > Balanced setting I adviced before should have solved this but it doesn't seem to hold the maximum CPU clock speed. It didn't on my Windows 10 either but the High-Performance Plan did run the CPU at the maximum clock speed... I don't know why yours doesn't hold on 3.2 GHz but it may be due to BIOS CPU clock settings... So, see if changing the BIOS settings from AUTO to Manual at 3.2Ghz makes the CPU stay at that clock speed. I'm guessing the AUTO setting allow Windows to handle the CPU clock speed and fixing/locking it manually to 3.2 may solve the issue.

So i did what i wasn’t told changed it to 3200, and now my computer starts up and the screen is just black my computer is running but the monitor isn’t picking up anything, so i took out the lithium battery in order to reset everything, cause i kept getting the same black screen even though the computer was on, so what should i do now that it won’t even let me change the settings

Okay so yes this did help a lot thank you so much for your time but when’s i reset the bios everything went back to normal and it’s reading 3.2 on task manager so we are all good now thank you so much
