I'm currently planning on building a new PC for 4k gaming, but I can't decide if I should buy a 1080 ti or just wait for the 2080.

I should say that where I live prices are not effected by the miners so a 1080 ti will stil cost me arount 700-800 usd.

No-one really knows, it is also suspected that it will be called ampere, and volta will be used for the AI/Machine learning version with tensor cores.
Also usually the new x80 (780/980/1080) isn't a huge difference to the prior generation x80Ti. Also the x80Ti has a tradition of launching around 3/4 of a year after the non Ti. We may not even see a 1180Ti/2080Ti in 2018, my guess is 2019 based on prior history.

There are some rumors that they will announce it at GTC 2018. But no one really knows for sure. If they were to announce it then, thats in march and it will likely be months maybe even longer after that. I'm very skeptical about it though because normally that wouldn't be where something like this would be announced. Only time will tell. Sorry but no one has a real answer right now. Your best bet is to decide if the 1080ti is something you need right now (will be good for quite a while). the 1070 all the way up to the 1080ti is very good for 4k gaming, Personally id get one right now, because no one really knows when the 2080 will be out, and nvida has not really given any hints about new gpu series.
this guy seems to know what he is talking about. maybe this will help u decide https://www.youtube.com/watch?v=zcrKw0iSJOU
