Solution
Man, If you really want to feel in a spaceship:
1. get a nice monitor like this one: http://www.zap.co.il/model.aspx?modelid=934175 or even better order the Alienware from amazon https://www.amazon.com/Dell-AW3418DW-LED-Lit-Monitor-34-1/dp/B0777RY75V
2. get yourself a decent GPU - GTX 1080 or GTX 1080 Ti
3. Get another 8GB of RAM to a total of 16GB
4. get a 1TB SSD (M.2 if your MB has support for it - Z97 chipset)
5. get a good PSU - http://www.zap.co.il/model.aspx?modelid=949636
6. get a nice looking case - https://www.wellcom.co.il/index.php?route=product/product&product_id=17056 or https://www.wellcom.co.il/index.php?route=product/product&product_id=100230
Add some RGB or liquid cooling.

Your upgrade path is wrong. The i9 is certainly not needed unless you have some high intense workstation demands. If anything, I would Upgrade the GPU to a 1070 or 1080, and get 16 GB of DDR3 RAM at a higher clock speed. As well as a better PSU.

However, GPU prices are mental right now, so I would hold off for a bit.

well my budget overall for upgrading to i9 with further more needed specs is about $4500....
besides gpu which is pretty decent and stable i dont want to upgrade it..
the question stands how much would it cost me to upgrade to i9 is that amount enough to upgrade it ?

Are you based in Austrailia? In either case, the i9 upgrade will fit well inside that budget, but you need to get a new PSU which is better quality.

I recommended a new GPU as that would be pretty good step up from the 770. However, with prices of GPU's mental, you are doing the right thing by staying off for a bit.

Do you need a build? I can create a list for you.

You can use your current case and storage.

the simple question that should be answered by you (and shared here) is "what for you are using your rig".
For gaming, i9 is pointless waste of money. gaming and streaming - not really possible in israel with anemic upload speeds.
For non gaming, again what exactly ? image/video rendering, codding, virtual machines etc.
May be, adding more RAM will fix whatever you do. The PSU is not really bad that requires a replacement, but it wouldn't hurt to have a better quality one.
If you are gaming, all you need is another 8GB stick + decent GPU
Unfortunately, the HW choices are very limited in Israel. My PC is 2/3 from online orders/visits to US.

i just want to have a top end rig in general...lol and its comes from hard years savings aswell tho....i wont mind spending $4500 to build this i9 rig

well, if it's just because "I want to" and you have the money - feel free to do it.
From practical point of view, to spend money on something, there should be a reason like "my computer can't do this or that".
Also, high end rigs usually don't impress girls :)

as long as i can feel im sittin just like in spaceship....LOL
its saving as well tho..i saved for about 3 years doing the same right now saving for another rig 2022 which who knows what might come across us...
i just love gaming video editing image qualities over all basically..i play high games like arma 3..squad...simulation more likely..
and no gpu i dont feel safe buying gpu...
i have is pretty decent 770 gtx direct ii unlocked which i can overclock in future maybe with i9 rig....dont know yet
you guys would probably laugh at screen resolution im on...its 1680x1050 "lg w2286l"

No problem, I used to play at 720p for over 6 years before recently stepping up to 1080p.
Honestly, that 770 is really not the best fit for the i9, so maybe when the prices stabilize I recommend you step up the GPU. But it should be good enough for today.

note : im using "Xigmatek Asgard 382" can i use it on i9 specs ?

This has already been said BUT you already have a close to top tier cpu which is also unlocked & depending on your board can be overclocked by around 25%.

More ram & a new gpu makes far more sense.
That 8gb of single channel slow ram & that 5 year old mid range 770 are by far the weakest points in your current setup.

well i can overclock my gpu aswell but i dont have currently the needed cooling system on right now...still love this gpu and in addition im a graphic designer aswell so gpu is not matter of concern to me right now as said...remains the ram...definetley agree on single channel slow ram

Yeah I would agree with this depending on what the uses are. OP - what is the new rig going to be used for? If it's gaming then then the i9 is not necessary - I would put that money in an i7-8700K or even an X299 i7, but you don't need as many cores as an i9 provides for gaming. I would save the money and invest in a new GPU when they are available, that will give you a better gaming experience than anything else you could spend money on. And with your budget you could easily get a 1080TI SLI setup and have room for some nice monitor(s) upgrades as well.

Yeah the super high core count CPUs right now actually perform worse on gaming than if you got a hex or octo core CPU. Having 18 cores like the i9-7980XE or the AMD 1950X are counter productive to gaming, unless you are doing other things with it. That said if you want to build a rig around what you already have get something like this:

PCPartPicker part list / Price breakdown by merchant

CPU: Intel - Core i9-7980XE 2.6GHz 18-Core Processor (Purchased For $0.00)
CPU Cooler: CRYORIG - A80 128.0 CFM Liquid CPU Cooler ($124.50 @ Amazon)
Motherboard: Asus - STRIX X299-E GAMING ATX LGA2066 Motherboard ($318.99 @ SuperBiiz)
Memory: G.Skill - Trident Z RGB 32GB (4 x 8GB) DDR4-3200 Memory ($421.99 @ Newegg)
Storage: Samsung - 960 EVO 500GB M.2-2280 Solid State Drive ($227.91 @ OutletPC)
Storage: Western Digital - BLACK SERIES 2TB 3.5" 7200RPM Internal Hard Drive ($114.09 @ Newegg Marketplace)
Video Card: Asus - GeForce GTX 1080 Ti 11GB Turbo Video Card ($1199.99 @ Newegg Marketplace)
Case: NZXT - H700i ATX Mid Tower Case ($179.99 @ SuperBiiz)
Power Supply: SeaSonic - PRIME Titanium 650W 80+ Titanium Certified Fully-Modular ATX Power Supply ($151.99 @ SuperBiiz)
