Cpu fan running in slow speed.

Recently i have noticed some changes on my Acer Aspire Notebook.And that is Cpu fan running very slowly.I have changed the fan myself by replacing the fan with a brand new fan which i bought from Amazon.Even after that the problem hasn't solved.still I am getting the slow fan speed even with the new replaced fan.
Temperature doesn't rise above 65C (while gaming), fan speed increases compared to when i start my laptop but it doesn't help much.the temperature is always near 65C while gaming.But there is lag.Huge lag.previously when there was bo problem the fan was fine working correctly.i could play games at a decent 45-50 fps ..then temperature was rising above 65c even 75 and there was no lag.fan was spinning fast, giving the cpu a decent cooling.so there was no lag.But recently i have got this new problem due to which i can't play games on this laptop. It lags all the time..
Specs: i3 6100u
Nvdia 940MX Gddr5
Ram: 8Gb (upgraded from 4 GB)

It sounds more like there has been a change in the BIOS. I think there might be a limit set to the clock speed or that the t-junction has been moved meaning it throttles earlier than normal. This would obviously mean that the fan doesn't need to spin as fast because of the fan curve that has been set and it would also explain the drop in performance.
 
run 3dmark basic edition (it´s for free). After it click on compare result online and post the upcoming address from your browser

Are you plaing on battery or power plug?

check the power plan of windows

If the temperature just reaches 65°C, the fan is not the problem.

I am Sorry i accidentally voted down..i was trying to reply to the specific comment.
Helpstar, i play with power plugged in.and on high performance mode.okay i will run 3dmark.
Temperature reaches 65c and stays like that even i play for hours..

VicciVicVic, I did not change any settings in bios.and AFAIK,My bios doesn't support fan speed control or cpu clock control.even I have set bios to defaults.and rebooted the laptop.

Please post the exact Acer Aspire model you have, should be on a label on the bottom of the notebook. Something like:
E 15 (E5-575G-3561)

also check the SSD/HDD with its manufacturer´s tool

check RAM with memtest.org usb autoinstaller
