should i upgrade CPU? 4590 to 8400 for PUBG

Hello, have problems with PUBG perfomance with my PC:
i5 4690/8 gb ram/r9 390/game on SSD
Have massive fps drops from 80-100 to 40-50 at close fights, at this moment overall CPU usage goes to 90%+ and GPU usage starting drops from 100% to 0%. Also have more freezes at squad games, then at solo or duo, when all squad talking at discord or skype.
Should CPU change to i5 8400 + 16 gb ~3000 mhz RAM stabilise my perfomance at this game?

I always do clear install, when drivers come out. For game time at PUBG i do ~3-4 clear drivers install = nothing changed.
When i put all on ultra, i got stable ~40-50 fps at towns with minimal freezes, at this time CPU usage ~60-70%
When all on very low (for better fps) i got 80-90 fps at towns with drops to 60-70 almoust every 2-3 seconds. CPU usage goes to 80-95%.

Your i5-4590 is roughly comparable (in speed & as a 4C/4T CPU) to the i3-8100...& the i5-8400 only had maybe 8% better performance. Plus, you'd not only have to pay for the new CPU, but a new motherboard & DDR4 RAM.

The issues you're having are due to 1) the "usual suspects" when playing online (more players = more Internet traffic = more CPU work = lag spikes can occur; close combat = more objects on the screen = more data for the CPU to process & send to the GPU = FPS drops), & 2) PUBG is a blighted mess of horribly unoptimized code that has issues on all systems (including the brand-new Coffee Lake & Ryzen systems).

so, from your 1) - playing at squads i have more freezes, so its look like CPU bottleneck or lack of RAM, but i have only 2 slots and already got 2 x 4 RAM.
from techsport link - "Other than an Intel quad-core clocked at around 4.5GHz and 16GB of RAM, you'll get away with a reasonably affordable GPU if you plan to play the game at 1080p using the lowest possible visual settings. Something around the performance of an R9 280X, RX 570, R9 380, GTX 1050, 960 or even 950 will work well."
so look like there is small bottleneck with my CPU at fast game moments = close combat shooting / first 20-30 seconds when land off from parachute / rush houses directly from car ride.
