GPU Clock Speed Stuck at 633Mhz

Here are my system specs (Not that it should matter):
AMD FX-8350
M5a97 R2.0
16gb G.Skill RAM
1 TB Toshiba 7200RPM (Steam Games)
1 TB Western Digital Blue 7200RPM (OS & Files)
Asus Dual Gtx 1060 3gb (White, 2 Fans)
700W EVGA Bronze
Tesseract SW Deepcool Red

My clock speeds are usually always 633Mhz, and when they arent, they may dip for a few seconds to either 580Mhz or 608Mhz i have tried the Power Management in the NVCP (nvidia control panel) and did a restart, that didn't seem to do the trick. I use GPU TWEAK II to check my clocks and speeds. It DID go to 2050mhz a while ago, sometime in the summer, dont regularly check clocks. not sure what the problems are.

Were you doing anything intensive while the GPU speed was stuck at 633?

Can you monitor the speed while playing a game that requires major work from the GPU? I would suspect that it would automatically increase speed on demand.
