Intel EXT Reports CPU Power Limit Throttling.

So, I have been checking out the Intel Extreme Tuning Utility to under-volt my CPU for better battery life and when I ran the stress-test after lowering the Volt offset to -0.30, I noticed that it says my CPU is Power Limit Throttling.
At first, I thought it may be because I reduced the Volt offset and so I set it back to default but still after running the stress-test on default values my CPU is Power Limit Throttling.

It is supposed to reach 3.0 GHz with turbo boost with a base clock of 1.8 GHz but it never goes above 2.69 GHz and the temperature is not even high enough (65 C max) to stop it from turbo boosting.

I have no idea what is going on because in past I have seen my CPU work at 3GHz during gaming and doing CPU intensive tasks.

What I tried:

1. Disconnect the battery, press and hold the power button for around 10 seconds, reconnect the battery, put the laptop back together, and your problems will be gone.

2. Running laptop just on AC adapter without battery.

3. Disabling and enabling Intel Speed-Step.
