I have an Evga gtx 1070 sc that has be getting hotter after i clean the dust out of it. I've had it august and have it overclocked and would never really get hotter than 70 degrees under full load. i have a fan profle that matches the temps 1 to 1 so if the temps are 70 the fans at 70%.i clean my pc about every 6-8 weeks just with compressed air the clean the dust off fans and such. A few days because my temps where reaching the high 70s, I removed my card and cleaned it good. I used compressed air and qtips to clean the fans and heat sinks. After the cleaning the temps are now in the low 80s. why are temps getting higher i don't understand. I have a corsair 400c case with 2 140 mm fans as intakes in the front and 1 120mm for exhaust in the back. my pc is on top of my desk and i don't have carpet. any help would be appreciated.

Which means removing a lot of tiny screws. There are how-to videos over at YouTube that show you how to do that. https://www.youtube.com/watch?v=8DQYP0SN_Kk and https://www.youtube.com/watch?v=26y_6bnXNkc are a couple. This action MIGHT void your Warranty. It is an EVGA card so that won't happen. They are VERY liberal with their warranty. Other vendors don't like the user doing advanced work like that. Just be very...
You need to replace the thermal paste. What would've happened is, during the removal, cleaning and put back in process, the cooler moved a bit causing it to lose some of it's contact with the GPU.
So you need to take the card out and remove the cooler, then clean off the old paste and apply some new, then reassemble.
