I have a liquid cooled GTX 1080 Hybrid and now am getting stuttering

It happened out of nowhere but happens when I watch movies and play games. For instance in overwatch it will go from 144 fps to about 60 fps and it stutters when it does. If I cap the framerate at 30 fps it stutters between 30 and 23 fps. I have the latest drivers, I just cleaned my computer of dust..... any thoughts?

are you monitoring cpu temps while you play? sounds like thermal throttling

I have the same card and set my settings in Nvidia control panel to preferred MAX Performance and did not sync to monitor. In most games I achieve well over 100fps so yea something is wrong.
I have also OC the card with EVGA Precision X and used 'K" boost. I also run in 4K resolution.
Stress test your complete system with AIDA64 for an overall picture of your system under load.
