Can you play game on a iphone without phone plan?

I never bought a Android iPhone before, I'm planing on using it for gaming like on google play /
download apps, Before this I used a tablet. can I use my WiFi from home like I did with my tablet. or do I need phone plan / Carrier that will cost a monthly payment.

Plenty of games can be played solo (Ie - no carrier or wifi access) and I don't know of any that can't be played over wifi instead of using carrier's data.
I'm on At&T and barely use 1gb a month. Mostly i have data turned off and sit on wifi all day, unless I'm in the car.
