I think something is wrong with my system..need help

Iv been thinking for a while now something is not quite right with my rig. as an example when i try to play Arma 3 at 4k it by default resorts to ultra which sets the FAA to 8x but i notice that with this setting my fps is yellow and is only at 30. soon as i disable this option it goes to 60..but in parts of the game my fps is stuttering and its not smooth all the time EVEN at 1080p. my friend recently played with me and he is playing at 4k ultra.and he is getting 50-60fps Somethings off.. but i don't no what it could be. any help would be appreciated . my spec

I'd suggest a clean install of the OS followed by a clean install of the card drivers, then retest. Perhaps there is something on the OS that is affecting performance.

Otherwise, there must be something different with your settings as compared to your friends, significant differences in card model or a hardware problem somewhere. Hard to narrow it down without a clean, baseline OS and driver installation to eliminate other factors.
Make sure you have the latest bios version for your motherboard installed. That would be the most likely problem and the first thing I would check.

If you do not have bios version 1203 installed, then I would do so.

Yeah, I'd sort of suspect maybe an issue with that drive.

Probably be a good idea to run Seatools for Windows.

Test the drive that Arma is installed on. Run the Short drive self test (DST) and the Long generic. The long generic will likely take a few hours, so don't get impatient and you should run it at a time when you do not need to be doing other things on the system at the same time.

Alternatively, you could try installing Arma to a different drive, play, and see if you have the same issues still. Make sure if you DO that, you also point your game settings to the new location or remove/disconnect the current Arma drive until after verification or testing of that drive.

I have updated my bios to the latest version. and i have my ram running at xmp profile (3200mh) i have not tryed running the tool you suggested though. so i will try this. am i right in thinking though that with my system i should not be getting any performance drops in arma 3 at these settings?
 
Probably not the kind you are describing. Well, maybe.

ARMA 3 is one of the all time highly demanding titles though, so it's going to smack down resources to some degree, but maybe not THAT badly.

Trying to play at 4k Ultra with ANY graphics card might be a stretch though, on even a remotely demanding title. When you say it "defaults" to ultra settings, do you mean to say that you are unable to lower the settings at all manually or that it just does that initially? I'd drop settings to preset high and see how that does.

I installed that Sea tool and once i tried clicking the icon it just gets stuck on scanning for supported drivers. please wait. my HD LED is not doing anything. and then it just stops responding and i have to force close it through task manager
