My PC specs :
Ryzen 5 1600
GIGABYTE Radeon HD5570
ASUS TUF B350M-PLUS GAMING motherboard
8GB Corsair value select ram
Samsung 850 EVO 250GB

Can i install Mac os x High sierra on this pc build?

Two things:

1. To answer your question, no, you cannot run MacOS on any non Intel CPU.
2. This is NOT the place to be discussing running an Apple branded OS, that is licensed to be run ONLY on Apple branded hardware, and is only legally available to those that own Apple hardware.
