Can an I5 actually be a binned I7?

I have an Intel I5 4460. I recently heard about binning and I was asking: Can an I5 actually be a binned I7?. If yes, how can I find out if it is binned or not. If exists a way to find out that, is there any way that I can activate some deactivated cores or threads on the Haswell generation of CPUs.
 
Solution
The technical answer is: No, not unless you had access to the CPU cores' fuse banks, knew which fuses correlated with the frequency multipliers, and were willing to tolerate somewhat frequent CPU failures. If that i5 were capable of handling i7 speeds and voltages, it would be sold as such!
