Did I permanently damage my motherboard? Asrock z77 extreme 4

I have an Asrock z77 extreme 4 with an i5-3570k setup.
I was using the Gammaxx 300 CPU cooler, which was adequate for stock and small overclocks.
However, wishing to overclock a bit more, I "upgraded" the cooler to the Thermaltake Frio Silent 12.

I say "upgraded" because this new cooler was initially not giving me any better temps.
I removed it and installed it again, thinking that the mounting was too loose (I installed it loosely intentionally because the brackets were made of metal, and they were very close to the series of capacitors on either side of the CPU socket.

After tightening the mount, I put everything back together and tried to turn the PC on.
It would turn on briefly, and then turn itself off immediately.
I repeated this several times, then performed isolation testing.
It came down to the bracket of the Frio cooler... when I removed that, the PC stayed on.
So I suspect it has caused a short in the line of capacitors on either side of the CPU socket.

What are the chances that the motherboard and/or CPU have been permanently damaged in this kind of situation?

I can't test it with my old cooler, as I've run out of paste and need to buy more in several days.

I ran it without a cooler at all for 30 seconds, and that's why I know it's not turning off, but didn't want to damage it and turned it off after 30 seconds.
It boots ok into the Windows login screen.
