Does anybody know of a way to convert an external HDD from NTFS to FAT32 (or exFAT) for free?

I am currently helping a lady out by installing a 1 TB 2.5" HDD in her grandson's PS4. Which is no big deal at all, however, I can not find a conversion program that will convert the external HDD to FAT32 from NTFS for free. Does anybody know of a reputable, free software?

 
Solution
You could format the HDD on a PC.
-Open command propmt as administrator
-Type "format /FS:FAT32 X:" (X is the drive letter of the hard drive you want to format), then hit Enter.

Also you could use either EaseUS free partition manager or a trial version of EaseUS Partition Master...those two can format storage devices to FAT32 very easily and quickly.
