I have an 1060 gtx and since I upgraded my monitor to an AORUS 27" my frame rate is lower and I have the sensation of bottleneck.
What is your opinion?
I would not call it huge, but certainly noticeable. gtx 1060 is only good for 1080p gaming, if you have 1440p you need at least gtx 1070 to have good frame rates, and 4K needs at least gtx 1080.
If your new monitor has higher resolution then the old one, lower frame rate is expected. If it is same as before, it should have exactly zero effect on FPS.

It has higher res, if I upgrade my gpu to a 1070 it will make a huge diffrence ?

you would really need a 1070ti IF your monitor is 144hz, if it is 60hz a normal 1070 will do just fine
