How to use your GPU (and CPU) to render in Adobe Media Encoder?

I am planning on building a video editing pc.
So I was thinking about an MSI GeForce GTX 1070 GAMING 8G as my GPU.
But after a bit of research, I saw that Adobe Media Encoder does not use the horsepower of the GPU.

Is there no way I can use my GPU and CPU combined to render my video's?
Or should I cut costs by buying a simple GPU?

This is my build parts:
Asus ROG Crosshair VI Hero
EVGA SuperNOVA 650 G3
AMD Ryzen 7 1800X
Noctua NH-D14
Crucial MX300 2,5" 1TB
MSI GeForce GTX 1070 GAMING 8G

I am just exporting a Adobe After Effects file in to a 4k resolution video using the following preset inside of Adobe Media Encoder.

Format: mp4
Output: H.264
30fps bitrate
4K resolution

I don't do advanced stuff, I was just wondering because as far as I could look up.
Adobe Media Encoder did not use GPU. To me, it sounds weird.
So I asked myself how to use the CPU and GPU to render out and use both powers sources :) lol.
