Can't update drivers because computer crashes due to drivers

So my computer is constantly freezing up and restarting. I have installed/reinstalled linux and windows many times to try to fix it and figure out the problem. I did the same thing with a different hard drive to try to see if it was a bad hard drive, but still the same problem. I think that it might be the video card drivers because when I boot into safe mode or low-graphics mode it works perfectly fine. I have tested with software and there doesn't seem to be any overheating.

So my problem is that whenever I try to install the updated drivers, the computer crashes before they install. What am I supposed to do? Anybody have any solutions or ideas?

GTX 1070
Windows 10 (right now, but as I said before, tried linux)

Since you are willing to reinstall windows, try reinstalling windows with the GPU taken out, using your MOBO plugins.

If you are able to install drivers, then great. Now plug in your GPU and update those drivers using DDU or let Windows Update try to figure it out.

If you still cant update your drivers, you probably have a CPU problem. One of your cores may be bad, which is preventing your drivers from installing properly. Different things use different cores. Just because you can boot and surf the internet, doesn't necessarily mean all of your cores are working properly. The best trouble shooter for this is Prime95 26.6. Let small FFTs run for a few hours and see if it crashes or a core stops. It will report when a core stops.
