Extreme thermal issue..Send help

So at idle my soutbridge is at 60ºC...i can point a fan it it's general direction but only drops 3º. It is blocked by my gpu and if i run my cpu at stock speeds it will idle around 55º with the fan dropping it to 53º...under load with both setups it runs at 85º which is ....uncomfortable...What would be a more effective way, if any, to solve this?

Motherboard: MSI 970a-g43
Cpu: Fx 4350 OC'd to 4.7GHZ Stock:4.2GHZ
Gpu: GTX 960

That board is known for having temperature problems especially if you overclock or push the motherboard. They tend to run hot especially the VRMs. I would ignore it unless you get chipset temps near 100C or you start experiencing system instability. If you CPU temps are anything similar then I would be concerned.
