Slow Computer with good specs

I have pretty much replaced every part in my prebuilt computer(all except hdd) and it should be running quite smoothly, i have an i5 6600k with a 960ti and 8gigs of ram but opening apps can take around 30 seconds to a whole minute, this is just outragous and would love to know why this is. Also my cpu usage has yet to rise over 10% so it cant be high usage of cpu.

There is no 960 ti. There is only GTX 960 2GB VRAM and GTX 960 4GB VRAM, but there is no GTX 960 TI.

Most likely this is a Windows clutter and bloatware issue.

Have you EVER done a clean install, completely removing ALL of the partitions and installing a completely new fresh copy of Windows?

What version of Windows are running? For most it will be Windows 10 but there are a few still hanging on to older versions, so I always ask.

If you have NOT done a clean install of Windows, and by that I do NOT mean a refresh, reset or installation of one of the newer service packs like the Creator's update etc., then I would suggest doing so is your most probable means of correcting the issue and you can do so by following the directions here...

Eh, that's a bit of a stretch considering you have no information at all to support that, and also no clue as to whether or not virus or malware scans have already been run.

It COULD be malware (There are VERY few actual viruses in the wild anymore, most everything is malware these days. Totally different beasts.), it might even be PROBABLE that it's malware, but it could just as easily be bloatware, broken file system link libraries or drivers from repeated updates or uninstallations, other file system errors or about a hundred other problems including running low on disk space or a dying hard drive since admittedly that has not been replaced along with the other hardware and we have no idea how old it is.
