I have :
CPU: I7-4770k base clock 3.6 boosts to 3.9 i think.
Mainboard: MSI Z87-G41
RAM: 8 GB DDR3
GPU: EVGA GTX 1080 SC
PSU: Cougar Power 700W (not great)
Main monitor is a 1080p 144hz with Gsync.

And yes my 2 monitors are connected to the GPU :)

Solution
you can try upgrading your ram to dual channel 2x8Gb this will boost fps esp when its CPU intensive. more databand width, faster data processing. at least get a 2400Mhz one.
and try changing it to fullscreen exclusive. i heard some people get lower fps in windows mode/borderless for some reason.

I.. dont know? I connected my PCI-E 6+2 Pin connector to the GPU if that helps your question in any way, if not i will have to unplug my pc and google what you mean.

Other than a SSD this is my next upgrade for sure. But I still should be able to play league fluently shouldn't I ?

I will try upgrading it and if that helps i will post it if someone has the same problem.
