fx 8350 questions

hi,

i have an FX 8350 (no OC) and i have a few questions about my cpu.

Why are all the programms i used saying that my cpu never uses over 45watts?
and what cooler would you guys reccomend because this stock cooler makes incredible noise.

PC specs:
CPU: FX 8350 4Ghz
GPU: RX 460 4GB OC
MB: ASUS m5a78l-m/plus-USB3
RAM: HyperX fury 1866Mhz 4gb 2x
PSU: Seasonic S12II-430w
CASE: Sharkoon VS4-S
HD: 2 pretty slow hdd`s in total 580gb
FANS: rear: Be quiet pure wings 2
front: sharkoon 120mm
Cpu cooler: Stock AMD cooler

There's no Watt sensor in CPU or MB, programs are just calculating it from Voltage and usage load and frequency, basically just an estimate. Needless to say that they are often wrong.
Frequencies and Voltage varies with load so you should check them only under full load, on (almost)idle they are much lower.
That Wattage is also electrical power and that's not same as TDP which should be about 125W for that processor.
Speaking of power, that MB is not really suitable for 8 core XF processors so Voltage (and power with it) maybe dropping under higher loads and CPU may be throttling.

could you maybe recommend a good mobo at around 100€?
