Can I run pubg at 1080p 60+ fps high settings?

stable 60+ fps : probably not .
PUBG is not very well optimized game .
but gtx 1060 3gb is pushing 54 FPS average and 39 FPS minimum on ultra .
your processor will be able to keep up after some overclocking .

you should be fine although overclocking your cpu would be better .
take a look here: https://www.youtube.com/watch?v=nEz0ysFjzGU
for comparison since your cpu is not in the test :
if not overclocked it should perform somewhat similar to i3 8100
