PC only posts when GPU isn't plugged in - did I break my mobo?

Hi everyone, having some difficulty with a new Ryzen build. The PC did work initially, but then one time after shutting down and removing the GPU to try and fix an issue of not all RAM showing up, it stopped booting.

Right now I have stripped it down to a breadboard of just these components:

Ryzen 7 1700X
ASUS Prime X370-Pro
R9 380 4gb
2x8 G.Skill FlareX 3200 (tried various combinations of 1 or 2 in all slots)

The thing is, it will only make a post beep or complain about no RAM/no keyboard etc when the GPU is REMOVED. I have tried it with another GPU I own and the same thing happened. Have cleared CMOS several times, and tried the other pci-e slots, was just wondering if there might be something I have overlooked, or if I should start sending things back.

What was the make/model of the other GPU you tried?

Also, what is the make/model of your PSU?

Are you sure that both the 24-pin and 8-pin motherboard power connections are fully and firmly attached from the PSU to the motherboard sockets?

The other GPU is a GTX 660ti. Hasn't been used for a few years but it was the only other one I had.

PSU is an EVGA 650 G3 and is also only a few weeks old.

Yes they are firmly attached

Edit: I reseated the CPU, put the GPU back in again for the 5th time and it just post beeped. I'm not convinced it is solved yet but that's certainly a reassuring sign

As in, I'm 100% sure something else will go wrong knowing my luck. Interestingly, the GPUs fans started spinning this time when it posted, whereas before they wouldn't. Could it be I wasn't putting it into the PCI slot properly?

Make sure the GPU is full inserted and locked into place. Double-check that the PCIe power connections are firmly attached to the GPU.

Also, make sure the video cable (whatever type you are using) is attached to the GPU and not any motherboard ports.
