24 PIN AND 8 PIN connect to MOTHERBOARD BUT POWER SUPPLY NOT WORKING

Guys, I have a Asrock B250 K4 motherboard and Coolermaster 700 power supply. I connect my 24 pin and 8 pin on motherboard and the power supply not work. I never install anything on motherboard example processor , RAM and graphic cards. I just wanted to check whether my fans working or not. I connect my fan in Molex cable that power supply provides and plugged 24 and 8 pin on motherboard but the fan and power supply not works.When I do a small test with paper pin that connects green and black wore in 24 pin and tried my fan. It works.Is that I have to put processor or any other stuffs so that power supply will work? Is that really power supply won't work when plugged on a empty motherboard? CAN ANYONE HELP?

Try a different power supply. Because recently I put my coolermaster PSU into my new computer and it DIDNT work, and I also have a new/ modern mobo. It worked the day before on my other computer, but it didnt work with the new motherboard. So again, try a different power supply.

You have to install the cpu and heatsink first or nothing will happen on modern main boards.
BIOS refuses to load.
A modern ATX psu expects a certain load , the minimal is 24 pin on main board en 8 pin on cpu 12V
ATX power supplies don't dye very fast, lousy ones a few months, very good several years.

My problem with non booting sabertooth is partly solved. Cable to harddisk etc problem.
One good thing that I installed windows on a 128GB PCI-E SSD
