The RX 460 is an entry level card, if you are running PUBG at 1080p then struggling with low settings sounds about right. That is one game where you need more than an entry level card. You need something closer to the RX 470. Try dropping the resolution to 720 and see what kind of framerate boost you get.
Thanks and I already knew that it was an entry level card but I am running it at the lowest settings and I am not sure what is wrong with it, currently i have a ryzen 5 1400 the rx 460 8gb ram, it just started happening a few days ago and now almost any game like overwatch ,pubg, etc. are unplayable at 15 fps or lower and I don't know what else to do.
