Computer shutting down after booting for 3 seconds

So, after installing my new motherboard (see previous threads), my PC will not turn on fully. It will start up (beeps, fans, etc) but will shut right back off. I tried booting with 1 stick of ram, with no ram, checked to make sure there are no bent pins, tried both graphics card slots, powered on with rocker switch and unplugged front panel power pins, and I don't know what else to do. Could it be a bad CPU fan? It's a few years old.

Mobo: ASRock z77 Extreme 4
CPU: Intel core i7-3770
PSU: Corsair CX Series 750 Watt (non-modular)
Graphics Card: Sapphire Radeon R9 270x 2GB GDDR5 Dual-X with Boost and OC Version PCI
CPU fan: Intel E97378-001
Ram: 2x Team Dark 8GB

Any and all help is really appreciated.

Unlikely to be the CPU fan, but it could be seating of the CPU I guess. Could also be a defective mobo of course.

Are you trying to boot into a previously installed OS? How far in the boot sequence does it get, does it get past post? If not, disconnect everything not strictly needed including drives and see how far into boot you can get. If that still doesn't work, RMA the mobo imo.
 
Could be something connected wrong and shorting out.
I've seen people connecting floppy power connector to fan header on the motherboard. That will cause similar behavior.

Yes, Windows 10. I know there's always a chance you'll have to reinstall the OS after getting a new mobo but I can't get the computer on long enough for the monitor to even recognize it's connected. I tried booting without ram, graphics card, to no avail.

I can't find anything wrong. I've put so many hours into building this computer and as a broke college student I'm beyond bummed. Guess I'll start saving for a new one.
