either upgrade cpu to 4790k for 400$ or upgrade to a 1060

CPU is not owrth upgrading for that price. If you could find a used one cheap sure, but at that price it would be more benficial to move up to a new 8th Gen Intel.

And given the GPU price insanity unless you find one for a reasonable price (within like 50 bucks of MSRP) I wouldn't bother either.

Best bet is ebay, look for Xeon e3-1240-1270 V3 Usually runs @$100. Gets you i7 capability, and with your mobo not being able to OC, there's no need for a K cpu.

4core/8threads will help in many games over the i5, but with gpu prices as such, a 1050ti is perfectly doable if you own one. The only viable upgrade would be a Rx580 or gtx1070, but those are rediculously expensive because of current crypto-mining demands.

I'd also not bother to move to CoffeeLake, you'd be looking at over $600 for cpu/mobo/ram for a minor speed increase that the gpu couldn't take advantage of.
