1060 and 1070ti are in different price ranges.
The 3gb 1060 is much cheaper than the 6gb version, but the 6gb variant will last you longer letting you crank up textures etc.. (it's also a bit faster).
Cheapest 1060s should be the little ones, like evga , gigabyte, zotac.. mini versions.. there's not a really noticeable performance diffrence beetween one card brand and the other. (Differences are better cooling, noise, overclocking headroom..).
