So the 1060 3g/1050ti looked like nice options for me, but then the etherum explosion happened, and now gpus are back to $3/400 on "budget" cards. I'm looking for something used to maximize price to fps and the 780ti looks like a good option. I'm also looking at the 690, 970, and r9 280x.
My cpu is an i5 3330, i have 2x 7.2k sata drives, 1x sata ssd, 8gb ddr3 1866, and a gtx 750ti. I was also thinking of getting a i5 3570, in case that changes anything.
My current fps in games are as follows:
bf4: 1080 med 55 fps
bf1: 1080 med 45 fps
pubg: 900 low at 40 fps
overwatch: 1080 high at 60 fps (capped)
fortnite: 1080 med at 45-60 fps (varies between locations)
jc3: 900 med at 65 fps
websites say I have an 11% bottleneck, with a 3570 i have a 29% bottleneck.
I also have a friend who has a gtx 970 he barely uses anymore, was wondering if i could try to buy it from him for a cheaper price because he's my friend? Or is that just a scummy thing to do?

Edit: no overclock, 650w psu, monitors are 1440x900 and 1920x1080, i prefer nvidia but will definitely go for AMD if its cheaper, and i would like 4gb of graphics memory, but 3gb is fine as well.
